I thought to be federally emissions legal any replacement engine had to be the same year or newer? Also is this carbed?

What kind of rear suspension setup do you have on that jeep? I'm only seeing what appears to be two links?

I think here in NC it has to be the same generation or newer engine.
So if you have a 98 jeep you can use a 96-99 engine but not a 95
